ESERA INTENDS TO AWARD DR GRAEME CHOWN

MBABANE - Dr Graeme Chown has been enlisted as the best evaluated tenderer to be granted the Eswatini Energy Regulatory Authority (ESERA) tender.

This was revealed by the Eswatini Public Procurement Regulatory Agency (ESPPRA) in their website. Dr Graeme Chown is Managing Director (MD) of Chown and Associates which was formed in 2020. He is a power systems control and operations specialist with over 30 year’s experience in the electricity industry. He has extensive experience in power system operations, generation scheduling and dispatch, interconnected operations, electricity markets, electricity regulation, ancillary services, energy storage, variable renewable energy studies, transmission pricing, power system studies, power system modelling, and power station control.

Graeme’s MSc and PhD were both on the topics of network frequency control, AGC and scheduling and economic dispatch. He has worked on a variable renewable studies including storage for small and large islanded systems including Ireland, UK, 8 South Pacific Islands, Malawi and Mauritius. He has done variable renewable energy studies for larger interconnected systems including Nordic Interconnection and Southern Africa. The tender was awarded to the company on Friday and they are expected to begin executing it after a period of 10 working days. According to the regulatory agency, ESERA was looking for an individual consultancy service provider to review Eswatini Grid Code, Network Code and Renewable Power Plant Code, The initial proposed contract price of the tender was E1 342 050.

Worth noting, in the past three weeks, small constructions companies and individuals based in the country and abroad have acquired over 10 tenders, which were afore granted to big companies. This is in line with the provision and procurement of tenders in the Public Procurement Regulations, which states that local companies will be granted preferences in the evaluation of tenders in public procurement. As the requesting entity, ESERA were also in charge for the procuring of the tender as well as its approvals. ESPPRA requested unsuccessful bidders to submit an application for review with the agency with 10 working days. “All tenderers who submitted bids are hereby notified that a period of 10 working days is hereby allowed to for submission of any application for review”, said ESPPRA. The agency also mentioned that ESERA tender awarded does not constitute a contract.
