CABINET MUST BE EXEMPLARY - PM

PIGG’S PEAK – All Cabinet ministers have the responsibility to conduct both their public and private affairs in an exemplary manner.


This was the stern advice given to the ministers by the Prime Minister Sibusiso Barnabas Dlamini when making his remarks during the start of the three- day Cabinet retreat at the Pigg’s Peak Hotel and Casino.


The PM said the ministers would be advised on how to conduct themselves both at home, among society and in Cabinet.
“This should include the way in which private financial affairs, including dealing with taxation commitments, are conducted,” said Dlamini.
The Premier said it was important that no Cabinet minister should have more debts than assets. He said the country’s laws were very specific that ministers should declare their assets and liabilities.


“No minister should have more debts than assets as we all know that people who are heavily in debt cannot even sleep and spend the entire night thinking about how they would settle their debts,” said Dlamini.
The PM said not only would the ministers be briefed on matters of personal conduct, but also they would be given advice on the responsibilities of a minister as an individual taxpayer or business person.


He reminded the ministers that among them there were both appointed and elected ministers.
“Everyone in this country and all sectors of parliament are represented as some of you were elected by the House of Assembly,” said Dlamini.
He said as a result all sectors of society were represented in the current cabinet. He said ministers had to know their role to society.  

 

Ministers expected to sign annual performance agreements

 

PIGG’S PEAK – The new Cabinet ministers are expected to sign annual performance agreements.
This was said by Prime Minister Sibusiso Barnabas Dlamini yesterday during the first day of the Cabinet retreat.


The PM said in the previous administration, ministers and principal secretaries signed such agreements which were linked to specific output targets. “This subject will be introduced on the second day of the retreat in preparation for a similar process in the new administration,” said Dlamini.


He said the Programme of Action 2013-2018 would be drawn up after His Majesty’s forthcoming Speech from the Throne which would need to be informed by the outputs necessary to achieve an appropriate degree of progress, within the next five years, towards achieving His Majesty’s Vision of Swaziland achieving First World status by 2022.

He said the key result areas and in turn output targets would for the first time be linked to an index of national indicators that would assist in the monitoring progress towards achieving His Majesty’s Vision. He said each minister, as a member, of Cabinet required a broad understanding of key items of legislation and in particular the National Constitution.

“You will be advised on Cabinet procedures and other aspects of attendance at Cabinet meetings,” said Dlamini.
He said each minister would have an opportunity to raise any questions on some of the burning issues relating to the prevailing fiscal and economic policies and economic policies and circumstances.
