Natural Resources Ministry won't appear before PAC - PS
LOBAMBA — Principal Secretary at the Ministry of Natural Resources and Energy Thembinkosi Mamba has written a letter to the Public Accounts Committee (PAC) informing it that his ministry would not appear before the committee.
This comes after the PAC had said, albeit informally, that it would not allow Mamba to appear before it since a resolution of the House last year which stated that Mamba be stripped of his powers as a controlling officer after the E31million land sale saga.

At that time Mamba was Principal Secretary and controlling officer at the Ministry of Housing and Urban Development. He assumed his new position at the Ministry of Natural Resources and Energy about two months ago during a reshuffle which was announced by the Prime Minister Barnabas Sibusiso Dlamini.
According to a member of the PAC, who preferred anonymity, the contents of the letter which Mamba wrote suggested that as far as Mamba was concerned, the resolution of the House was only applicable while he was PS at the Ministry of Urban Housing and Development.
The news of the letter from Mamba to the PAC was announced by the Chairperson of the PAC Thuli Dladla to the rest of the committee yesterday morning.
"As a PAC we were never going to allow Mamba to appear before the PAC because the House resolved that he could not continue working as a controlling officer, in charge of government funds," said the member.
PAC Chairperson Dladla confirmed that they had received a letter from Mamba.
"However, I cannot get into all the details, but I can confirm that I did speak to the Minister of Natural Resources Princess Tsandzile, the Finance Minister Majozi Sithole and the Attorney General Majahenkaba Dlamini on Thursday (yesterday) regarding this matter," said Dladla.
Dladla said they had not formally communicated to Mamba that there might be a problem with him appearing before the PAC, before they received the letter.
Confirmed
Chairperson of the Parliament Portfolio Committee for the Ministry of Natural Resources Princess Ncengencenge also confirmed that the ministry would not be appearing before the committee as there were certain issues that needed to be addressed.
"However, the chairperson is the best person to talk to," said Princess Ncengencenge.
Yesterday, the last ministries to appear before the PAC were supposed to be the Natural Resources and Tinkhundla Administration and Develo-pment whose latter sitting was postponed to this morning as Parliament ran out of water.
... Majozi confirms he asked that controlling officer be appointed
LOBAMBA — Finance Minister Majozi Sithole has confirmed that he has written a letter to his counterpart, the Minister of Natural Resources and Energy Princess Tsandzile asking her to appoint a controlling officer.
Sithole said although he was in charge of controlling officers he preferred the relevant line minister to recommend the name of the officer who would be in charge of such duties.
"For example at the Ministry of Economic Planning and Development the minister gave us Amos Zwane who then appeared before the Public Accounts Committee," said Sithole. Bertram Stewart is the Principal Secretary at the Ministry of Economic Planning and Development and he was also put on ice with Mam- ba.
Sithole said he wrote the letter to Princess Tsandzile because he had been informed that Mamba had since resumed the duties of controlling officer.
"According to the resolution of the house, Mamba was not allowed to be in control of any government funds for a certain period," said Sithole.
Sithole said he did not know how the matter would affect the current court case and said the best person to advise the PAC would be the Attorney General.
Sithole said he was awaiting a response from Princess Tsandzile particularly because her ministry had two Under Secretaries and therefore he did not know who would be picked to sit in at the PAC sittings.
