LOBAMBA – The Attorney General (AG), Sifiso Mashampu Khumalo, calmed the tempers of the agitated senators by asking them to pass the regulations.

The AG, who was called to intervene after the reading of the communication from the House of Assembly, by the Senate President Lindiwe Dlamini, couldn’t be drawn to any side of the houses. The senators felt it was crucial to invite the AG in order to clarify the basis of the MPs, since he was also present when the regulations were debated in the House of Assembly.
With all the tempers and the ‘name-calling’ that the senators felt was contained in the letter, the AG urged them to prioritise emaSwati.

Humble

“It is my humble plea to the senators, as well as the House of Assembly in absentia, to find a point of convergence. I find myself having to state which side I am representing, yet I am not allowed to pick sides. What is important is that the law should pass and assist the nation. This is because there were emaSwati waiting for the law to pass. I understand both houses and that the House of Assembly is concerned with minimising the stages in the process of accessing the fund. “I wish to say to the senators that there is nothing as perfect law. Hence I am asking everyone right now to work together and pass these regulations,” he said. He also urged senators to give the House of Assembly the benefit of the doubt, given that they came from constituencies and they might have intimate knowledge of service delivery.

Emphasised

He emphasised that there was nothing as a perfect law, therefore, he said if there was something that needed to be amended in the regulations, it would be done by the next Parliament and his office would be there to give advice. He noted that Parliament would be dissolved anytime, therefore, there won’t be enough time to meet with both houses and discuss the regulation, yet the functions of the fund solely depends on them. Senator Tony Sibandze before the AG tried to calm the senators. He even suggested that they passed the regulation while they sent a team of representatives to the House of Assembly. He said the aim of the team of representatives would be to engage the MPs on proper ways of communicating, among other issues they have picked in their communication. “I suggest we send sigejana like we did before to engage the other House, while we adopt the regulations because emaSwati need the fund,” he said.
