CIVIL SERVANTS SHOULD WORK IN INTEREST OF PUBLIC – CSC

PIGG’S PEAK – ‘Driving Excellence in the public service’.

This is the theme of the ongoing workshop aimed at equipping principal secretaries (pss) and heads of department (HoDs) in various ministries in ensuring human-right-based service delivery. The workshop, which started yesterday, is ongoing at Pigg’s Peak Hotel and Casino.  It is expected to end tomorrow. The initiative was hosted by the United Nations Development Programme (UNDP), while exceptional calibre facilitators were from the Institute of Development Management (IDM). Also, the meeting aims at reviewing policies that would fast-track the provision of services as stipulated in the five-year strategic road map. Speaking during the workshop, Simanga Mamba, who is the Chairperson of the Civil Service Commission (CSC), emphasised on the need for civil servants to adhere to and uphold government policies at all times.

Responsibility

He said PSs had a responsibility to ensure that the right candidates with the right attitude were enlisted in the public service. Mamba said to achieve a human-right-based service delivery, civil servants were to carry out services in the interest of the public. “This is to say that the services provided must meet the needs and expectations of the general public,” he said. He added that various ministries should be able to demonstrate effective services at a low cost and timely manner. Also, he added that civil servants should be able to demonstrate the equitable distribution of the services to the people more fairly and transparently. “We should be able to respond to the needs of the general public,” he added. Further, the chairman said as employees of the CSC, they had unquestionable responsibility of carrying out government policies in good faith and performing all duties following the laid down rules.

Meanwhile, Secretary to Cabinet Victor Nxumalo read out the Public Service minister’s opening remarks. In the remarks, the minister noted that it was of great importance that the ministry ensured that effective service delivery was enabled, both at strategic and operational levels.

Implementation

He stated that government had necessitated the ministry to commence the implementation of several initiatives aimed at empowering controlling officers of the national development agenda as well as the internationally, to enable engagements and discussions on the issue of achieving greater excellence in public administration and strengthening government leadership. He said in line with the 2019-2023 Strategic Road map, which spoke of a culture of service excellence, a need for government capacity building had been identified as part of a more strategic approach. The Deputy Prime Minister (DPM), Themba Masuku, is expected to officially close the workshop tomorrow.
