WOE UNTO PUBLIC SERVICE NON-PERFORMERS!

EZUWLINI – A culture of excellence is what citizens of the Kingdom of Eswatini should expect from the public service.
This is because the new government has made it a priority to end corruption and introduce a culture of excellence across all its ministries, departments and agencies.


This will be done through promoting a culture of service excellence throughout the public service, strengthening organisational development, reinforcing human resource development policies and implementing change management approaches to change attitude and behaviours. This is contained in the Eswatini Strategic Road map which was officially launched by the Prime Minister, Ambrose Mandvulo Dlamini yesterday.


Also included in the priority of promoting a culture of excellence is the improvement of industrial relations, and building capacity in all courts.
According to the roadmap, government will introduce various policies as its short-term focus.

These include engaging public sector associations and other stakeholders to improve relations with the expected outcome being that Cabinet and principal secretaries will engage employees across public service to identify areas of concern.
Also included in ensuring the culture of excellence is the launch of a performance management system (PMS) across ministries and another of customer care training in key areas of government to improve interaction with citizens.


The two policies are aimed at coming up with an efficient and fair system that will allow recognition of good performers in the public service while managing non-performance and ensuring a service excellence culture which puts citizens first.


Excellence


Another policy outlined in the short-term focus of ensuring a culture of excellence is the overhauling of recruitment, promotion and disciplinary procedures. This, according to the roadmap strategy, will give birth to fair processes that recruit the best talent, reward performance and enable managers to take disciplinary measures on non-performances.


As if to prove that government means business, the road map will see the prioritisation of the implementation of management information systems for recording dates and further strengthen data enumeration processes.
The expected outcome is the strengthening of data management and improvement of quality and accuracy of the Eswatini indicators.


Being a country that has for years been faced with the challenge of a huge wage bill, government has also added in its policy one of abolishing redundant civil service posts and align with its priorities, plus match approved and funded posts against headcount. It is expected that the outcome of this will be the much expected right size of the wage bill.


The Ministry of Justice and Constitutional Affairs and that of Finance are expected to also contribute to the priority of ensuring a culture of excellence by setting up law reform and revision commission as a means of building capacity in all courts.
