MHLONGO YET TO SIGN NEW 5-YR CONTRACT

MBABANE – Is Municipal Council of Mbabane CEO Gideon Mhlongo working without a contract?


The embattled chief executive officer’s (CEO) five-year contract with the capital city council expired last week Tuesday.
The obtaining dilemma now is that even though there has been a directive from outgoing Minister of Housing and Urban Phiwayinkhosi Mabuza ordering the council to renew Mhlongo’s contract by another five years, the latter has not signed on the dotted line.


His endorsement is being delayed by a council resolution taken on Wednesday night to seek legal opinion to determine whether the ministerial order to renew the contract was within the ambit of the law.


The Urban Government Act of 1969 placed the burden of responsibility to renew the CEO’s contract on the shoulders on the very council that is seeking legal opinion. Procedurally, the CEO’s contract should be drawn by the council who should take it to the minister for approval.
A councillor, speaking on condition of anonymity, disclosed that the decision of May 25 by the council not to renew the CEO’s contract had not been reversed, despite the ministerial order.



Mhlongo has not moved an inch


Mhlongo has not moved an inch from his position even though he has not signed a new contract.
“There is no instrument putting the CEO in office, except for a letter from the minister directing council to renew. That decision has not been taken as stated by the mayor that council is seeking legal opinion. Logically, until we have crossed that bridge, the CEO cannot be in office,” the councillor said.
