‘GOVT HAVING MONEY CHALLENGES’

LOBAMBA – The Minister of Finance, Martin Dlamini, has come out to admit that government was having cash flow challenges.


This was after Manzini North MP Jan Sithole stood up on a motion of privilege, to demand that the minister should state the current position regarding the Rural Development Fund (RDF).


Sithole said the situation was bad in the constituencies. as a lot of projects had stalled due to the unavailability of funds.
Through the RDF, EmaSwati receive grants to start income- generating projects as a means of promoting rural and regional development.
“We are informed that from last year, there is money that has still not been made available for the RDF and this has become a serious challenge in the constituencies,” Sithole said.


In response, the minister stated that he had not prepared himself for such a question but pointed out that there were challenges.
“The bottom line is that government is coming across challenges with the cash flow because our budget was made available when there were other financial commitments that needed to be attended to,” he said.


Opportunity


Dlamini explained that if he was to be given an opportunity to go and prepare a report on the issue, he would gladly do so.
After his statement, the Speaker said if the MP was not satisfied with the minister’s response, he would have to submit a motion.
Sithole submitted that he was in agreement with what the minister has requested, that he should be allowed the chance to go and prepare a report.


The minister explained that he needed to meet with his committee to deliberate on the issue, after which he would then submit the report.
In  the end, it was agreed that the minister be given  three days to work on the report and that he would be expected to submit it to the House during a sitting set for Monday.
