TENDERS GIVEN TO MINISTER’S BROTHER TO BE PROBED BY ACC

MBABANE – All matters involving a minister’s brother who was reportedly given exclusive tenders for the construction of embassy houses will be referred to the police and Anti Corruption Commission (ACC).


These were the recommendations of the Public Accounts Committee (PAC) in their report on the Auditor General’s (AG) report on government accounts for the financial year ended March 31, 2016.


Bheki Mabuza is the brother to the Minister of Commerce, Industry and Trade Jabulani ‘Buy Cash’ Mabuza and was contracted by the Ministry of Foreign Affairs and International Cooperation to construct and rehabilitate some state houses in Mozambique and South Africa.


The PAC said when Mabuza’s company Multibuild, was contracted, it found that there were no supporting documents which outlined how the costs escalated during the rehabilitation exercise in Maputo and Matola.
The PAC then advised the PS and the ministry to refer the matter to the ACC as well as the Fraud and Commercial Crimes Unit for investigations within 30 days after the adoption of the report.


It was said if the PS failed to do this, he would be charged with contempt of Parliament.
On the same issue on the Maputo and Matola houses, MP Thuli Dladla led committee also reported that an inappropriate procurement method, which amounted to E8.9 million, was also used.


It was reported that the rehabilitation exercise was procured using a quotation method instead of the tender method which went against Schedule 2 of the Public Procurement Regulations of 2008, which stipulates that any work over E500 000 should be procured using the open tender method.
