EZULWINI -– The Swaziland National Provident Fund (SNPF) is earmarked to be the local agent for the coordination of the transfer of benefits for ex-miners.

This is one of the agreements that are contained in the document which has been prepared to propose a bilateral agreement between Swaziland and South Africa on labour migration issues and which was signed yesterday.

The document follows a two-day tripartite bilateral meeting between the governments of the two countries which took place at the Happy Valley Hotel, which was attended by government representatives, social partners including organised business and labour of Swaziland and the International Labour Organisation  (ILO)–Pretoria Office.

On the first day of the meeting on Wednesday, SNPF Chief Executive Officer Prince Lonkhokhela made a submission that the parastatal was better placed to assist in ensuring that ex-miners and migrant workers got their benefits.

In the agreed minutes of the meeting, it is stipulated that the attendees noted the role that the SNPF could play in the portability of social security benefits, especially with regard to challenges faced by workers with the current arrangements.

Even though the current arrangements were not specified in the document, it was mentioned during the first day of the meeting that ex-miners felt intimidated to visit banks when trying to get their claims.

Also included in the document is an acknowledgement of the need to inform workers continuously through advocacy about the laws and their rights as workers either in South Africa or Swaziland.
