DEFENCE PS REVEALS DIRT ON CTA

LOBAMBA – As if revisiting his days as a former police officer, Ministry of Defence Principal secretary (PS) Andreas Mathabela yesterday revealed shocking facts of the billing system under the Central Transport Administration (CTA).


As a result of the anomalies, the Ministry of Defence was found to have overspent by a whopping E85 million in fuel charges by the office of the auditor general.


Mathabela, who tabled a report before the Public Accounts Committee (PAC) yesterday, revealed how the CTA would record that one vehicle  had been fuelled with 608 litres in one session.


“CTA reflects that GSD 104 TI, an Isuzu Double Cab 4x4, is fuelled with a total of 608 litres whereas no vehicle with that capacity has been manufactured,” reads the report.


Mathabela submitted that a vehicle of that make at the least had a full tank capacity of not more than 70 litres of diesel. He told the shocked PAC that there were more than 50 instances where cars had been recorded to have put in hundreds of litres of fuel.


“This has had a lot of escalation on charges because the other costs are calculated on wrong information. This is not an isolated case but many as you will note from the printouts marked Exhibits A-E,” said Mathabela as he tabled all the necessary documents before the committee.


Mathabela said in the photocopied pages the MPs had been given from the CTA printouts, the committee should note that small vehicles with a tank capacity of 70 litres or less were reflected to have been filled with 400 litres. He said for example, a vehicle registered GSD 104 TI, an Isuzu Crew Cab with a capacity of not more than 70 litres when filled from an empty tank, reflected to have been filled with 608 litres.
