GOVT LOOKING FOR PROJECT COORDINATOR

MBABANE – In admitting that it is struggling to maintain the wage bill among other shortcomings, government has since advertised the post of a project coordinator who will be tasked with - Improving Public Sector Performance.


The advert, which has been posted on the government website, states that government is faced with a number of challenges ranging from weak human resource management, including managing the wage bill; maintaining fiscal discipline; policy planning, coordination and monitoring as well as limited data collection and dissemination capacity. 


The project will be worth about E332 million, which is approximately US$25 million which comes from the World Bank and Swaziland Government.  
“These weaknesses have been identified in a series of studies and has necessitated the urgent need for public sector reforms highlighted in the government plan of action (2013-2018),” it reads.


To support the implementation of these reforms, government has apparently designed, in collaboration with the World Bank, the Improving Public Sector Performance Project.
People interested in the position will be based at the Cabinet and Private Office and the project duration is five years, while the probation period will be six months and the employment contract shall be three years renewable subject to satisfactory performance and the deadline for application is Friday.


In 1997, the Swaziland government prepared a National Development Strategy (Vision 2022) to guide its development agenda, which has since been reviewed in 2015. 
In 2013, the kingdom prepared the Programme of Action (2013-2018) to accelerate this development agenda in the remaining period before the year 2022.


This programme is a synthesis of individual actions plans prepared at the ministerial level. It has eight main areas among which are economic prosperity, service delivery, governance, and anti-corruption. 
 Government, according to the terms of reference, has underscored its commitment to accelerate public sector reforms.


“Building on previous efforts and ongoing reforms, the minister of Finance identified the following priority areas during the financial year 2014 Budget Speech to Parliament: including  Strengthening and improving efficiency in the Civil Service, Combating corruption and money laundering, Improving government effectiveness and service delivery; and Reforming public financial management,” the terms of reference state. 


Under this project, the Ministry of Finance, in collaboration with other ministries, will undertake a number of activities to respond to government’s goal of strengthening and improving efficiency in the public service.
