COUNCIL EMPLOYEES OFFERED EXIT PACKAGES

MBABANE – The Municipal Council of Mbabane has offered all its employees a voluntary exit package (VEP) to be applied for by January 15, 2016.


According to a Special Management Brief which is dated December 16, 2015, the council has extended the VEP to all employees of the organisation regardless of portfolio, position or department, but the Council has reserved the right to accept or deny any request for VEP.


This document, which was signed by the municipal’s Chief Executive Officer (CEO) Gideon Mhlongo, follows the implementation of the restructuring process which was supposed to take place a while back, but has been delayed for a while.


Consultation


The report states that following extensive consultation with a number of other key stakeholders, including the Ministry of Housing and Urban Development and Parliament committees, the council had decided to end the years of uncertainty and press ahead with the restructuring to improve efficiencies and service delivery in the Municipality.


“Council has decided to proceed with the restructuring within the available resources. In order to minimise the number of employees who may have to be retrenched as a consequence of the restructuring, council will be offering employees an opportunity to volunteer to exit the organisation,” reads the brief.


Mhlongo stated that management had conducted formal consultation meetings with the executives of the union and staff association leadership in which the full details of the VEP offering were presented with a view to solicit their contributions and inputs.
The brief states that these consultation meetings were conducted on December 9 and 15, 2015 respectively, however, the employees representatives allegedly failed  to provide any tangible inputs and contributions on the VEP offering that was presented to them and instead raised other issues which had no relevance to the VEP offering presented.


Process


The application process for the VEP, according to the document, would be opened from December 16 and close on January 15, 2016 at 4:30pm and already, application forms have been put out by the municipality which are expected to be delivered to line managers, or departmental secretaries including the human resources manager.
The municipality stated that the HR office would be available to assist those employees who may want to know the actual or estimated VEP amounts that may be paid out to them on successful approval of their VEP applications.
