INTEGRATED DEVELOPMENT PLAN FOR VUVULANE

MBABANE – One of the country’s small agricultural towns is developing an Integrated Development Plan (IDP).

Online sources define an IDP as a super plan for an area that gives an overall framework for development. It aims to co-ordinate the work of local and other spheres of government in a coherent plan to improve the quality of life for all the people living in the area. The town is inviting consultant for the preparation of Vuvulane Town Board five-year integrated development plan/strategic plan and yearly implementation plan. All bids should be in by next Friday (January 14) at noon. Full tender specifications can be downloaded on the Eswatini Public Procurement Regulatory Agency (ESPPRA) website.

Meanwhile, all Urban local authorities in the Kingdom of Eswatini have been tasked by the Ministry of Housing and Urban Development to produce an IDP. Each local authority is responsible for the coordination of the IDP and to consult all relevant stakeholders who impact on and/or benefit from the development of the area to make their contributions. An IDP has to be drawn up in consultation with all relevant forums and stakeholders.

This IDP then becomes the basis for all the plans and projects of the local authority, and the municipality’s annual budget is drawn from the IDP. Other government departments and public utilities working in the area should take the IDP into account when making their plans.  An IDP must link, integrate and coordinate and take into account all development plans and proposals of the local authority. It should have an implementation/ action plan that aligns the resources and capacity of the local authority. The final IDP has to be approved by the council and also has to be submitted to the Ministry of Housing and Urban Development.
