G.S. CHIYANDA TO EVALUATE MBABANE PROPERTIES

 MBABANE – G.S Chiyanda Property Consultants has emerged as best assessed tenderer to evaluate property within the capital city.


In tender results issued by the Eswatini Public Procurement Regulatory Agency (ESPPRA), it was disclosed that the Eswatini consultancy firm had scored 70 per cent during evaluation which was undertaken in accordance with the Public Procurement Act of 2011 by the Municipal Council of Mbabane.


The approvals authority was reported to be the municipality’s finance committee.


Submitted


It was stated that the bid price which had been submitted by the best evaluated company to undertake the task was E144 900.
It was stated that Swaziland Realty Consultants were also vying for the job but were not enlisted as the best evaluated tenderer because their bid price of E193 875 was not competitive. Realty Consultants had managed to score 84 percentage points during evaluation.


 It should be noted that the tender results come hardly a fortnight after Swaziland Realty Consultants was awarded a tender for preparation of a supplementary valuation roll for the 2019/20 financial year in Matsapha.


Essential


Town Clerk Lucky Sukati officially announced through a notice published in local media that the consultant had entered into a contract with the municipality to provide the essential service.
In tender results which had been earlier issued by ESPPRA, it was disclosed that Swaziland Realty Consultants emerged as the best evaluated tenderer after it scored 93 per cent upon evaluation.


It was also explained that the evaluation exercise was done in adherence with the Public Procurement Act of 2011 as well.
The winning consultant had priced their bid at E920 per property plus E1 500 for valuation court sitting including taxes.


The second best evaluated tenderer was Christian Amoako & Company which had submitted a bid of E1 600 per property plus E2 500 valuation court sitting (including taxes). This company amassed 73 per cent points during evaluation.


Claimed


GS Chiyanda Consultants which had submitted a lump sum of E158 700 for the tender, did not make the cut. In the commentary which was issued by ESPPRA, it was explained that the company allegedly did not break down cost per property. It was also claimed that it did not break down cost per valuation court sitting.


According to dictates of the procurement Act, prior to the granting of the tender, a period of 10 working days is allowed for the submission of any application for review by any of the tenderers.


“A contract award decision does not constitute a contract,” warned ESPPRA in the intention to award.
As per norm, valuers have an identification card and letter from the municipality which introduces to enter at all reasonable hours in the day time into any land or building within the area of local authority.  


Immovable


“The valuer may require the owner or any person in occupation or charge of immovable property to furnish him with information on all matters which may be necessary to enable him to correctly evaluate such a property,” reads the notice which gets published before commencement of the valuation process.
Where necessary, the valuer takes photos of developed properties outside only.
