SRA WANTS AUCTIONEER FOR NEXT 3 YRS

MBABANE – The Eswatini Revenue Authority (SRA) has presented a business opportunity for the provision of auctioneering services for the next three years.


In an invitation to tender which has been issued by the Eswatini Public Procurement Regulatory Authority (ESPPRA), it was announced that the scope of work for the services required includes auction of vehicles, assorted office furniture, office equipment, electric stoves, geysers and many other items in accordance with the terms and conditions.


It was explained that this would include movable and immovable property.
The authority said the auctions would be conducted at any of SRA’s premises or at any other place agreed upon in advance by both parties.


Conditions


“Over and above the normal auction rules the SRA reserves the right to place further conditions, including reserve prices and how purchased goods may be handled, used or otherwise handled by the buyer,” SRA explained.


It was stated that the SRA would prepare the auction lists and hand it over to the auctioneer, who would in turn prepare the auction lots in consultation with the SRA. The eventual winner of the tender would coordinate and provide security before, during and after the auction date in accordance with the need.


“The auctioneer will be responsible for advertising the sale and preparatory work of the auction. They will also define the marketing procedures and types of advertising to be used to solicit potential buyers in consultation with the SRA,” reads the invitation to tender in part.
The auctioneer will also be responsible for outlining the processes and procedure for the auction. They will also set out the appropriate accounting procedures to accurately record the activities of the auction.


Compensation


Under compensation, it was stated that the auctioneer should present gross proceeds, less the compensation percentage of total receipts to the SRA within seven working days of the sale.


“The SRA reserves the right to audit the records of the auctioneer and to otherwise verify proceeds of the sale,” it was clarified.
The SRA said the auctioneer (including its staff members) must be a licensed professional auctioneer and hold a current relevant licence and must maintain current licensing and permit requirements for the entire contract period.


They will also be expected to comply with all State laws governing auctioneer services, have adequate and qualified staff and personnel to handle the service.
The service provider will not have any claim against the SRA for salaries or compensation (including fringe benefits) or other items of income, cost or expense.
Under reporting, it was explained that their auctioneer should provide a detailed and concise report to be submitted to the authority. 


“Auctioneer shall indemnify and save harmless the SRA, its members and staff from all fines, suits, demands and actions of any kind and nature based upon or arising out of any or all of the operations to be performed. The pricing schedule to be completed by the tenderer and to include all taxes, penalty fees and storage fees,” added SRA. 


Submission


The deadline for submission will be Friday, July 26, 2019.
It was also clearly stipulated that participation in the tender process, or in relation to any matter concerning the tender, will be at the tenderer’s sole risk, cost and expense.


“SRA will not be responsible in any circumstance for any costs or expenses incurred by any tenderer in preparing or lodging a tender or in taking part in the tender process or taking any action related to the tender process,” said SRA.
