MUNICIPAL PARK TENDER AT EZULWINI

 MBABANE – A new municipal office park is coming to Ezulwini.  The Ezulwini Town Council requires a competent, registered and reputable company to tender for the municipal Office Park Rehabilitation.


The municipality led by Vusi Matsebula has explained that the small project would require a qualified service provider to add mobile office space, and landscape/furnish a municipal park.
The procurement is to be completed in the financial year 2018-19. It was explained that aspects of the tender would be deemed as binding and part of the contract for award.


“The council does not bind itself to accept any or the lowest tender,” it was explained in the tender document.
It was also disclosed that tenderers should supply technical data, pictorial illustrations and leaflets which adequately describe the spatial plan for the project. It was pointed out that these descriptions should include details on quality.


“Tenderers will be required to have done a site visit to ensure their proposal aligns with the municipality’s vision and scope. Tenderers who fail to do a site visit may be rejected,” reads the tender document in part.


The 2019/20 budget for the fast developing Ezulwini municipality has increased by E10 million to E36 million from the previous year’s budget.

This was contained in the annual Budget Estimates for 2019/20. According to Matsebula, there were two key projects, among others, that the council wishes to undertake in the coming financial year. These projects have been identified following various meetings with Ezulwini residents, business community, service providers, developers and ratepayers during budget preparatory meetings convened last year.


“Among earmarked projects, the municipality intends to improve the road infrastructure through the development of the Lonyoni Road. This is a very important road that will improve connectivity and accessibility between the Ezulwini town and the Nyonyane Community. We also propose the acquisition of land since the local authority does not own land in Ezulwini except for the property where the municipality offices are located. To finance both projects, the municipality seeks to raise a loan for E8 million,” he said.


Part of the funding for these two projects, which amounts to a total of E10 million, will be obtained from the municipality’s own source revenue.
Other sources of revenue for this annual budget include government capital improvements projects (CIP) grants of E785 700 and subvention E2 354 139.

These have been decreased by 10 per cent following the directive from the Ministry of Finance which took into consideration the government’s continued fiscal challenges. The rates revenue budget stands at E20.9 million showing projected rates tariffs adjustment of five per cent. It was pointed out that though this may be an increase, it was still less than the inflation rate.


To address and discourage the issue of land speculation, the municipality has increased vacant commercial property rates.
