SRA SALARY STRUCTURE TO BE ‘REVIEWED’

MBABANE – The Eswatini Revenue Authority (SRA) intends to benchmark their salaries with other public and private sector entities.


According to Shopify, Benchmarking is a process of measuring the performance of a company’s products, services, or processes against those of another business considered to be the best in the industry, also known as best in class.

The point of benchmarking is to identify internal opportunities for improvement.
In the process of benchmarking their salaries, the authority will use the market- based approach to design SRA’s remuneration structures (management, non-management and scarce skills remuneration structures).


The institution has issued an expression of interest to interested companies, to conduct the salary benchmarking with comparable public and private sector entities.
In the request for proposal, it was explained that the outcome of the exercise would be to come up with remuneration structures aligned to their task job grade structure.


The eventual winner of the tender will be expected to determine the cost implications of the developed remuneration structures. The successful entity will also be expected to ensure that the ERA staff remuneration is aligned with the overall organisation and its people strategy, as well as the goals and philosophy of the organisation.


“(The consultant will) ensure internal equity and external competitiveness of the SRA staff remuneration,” reads the tender document in part.
SRA Director Communications Vusi Dlamini politely declined to comment on the tender on the basis that it was yet to undergo evaluation.    
SRA is a semi-autonomous revenue administration agency which took over this responsibility from government.


Framework


The Authority acts within the broad framework of government but outside of the civil service structures. The SRA was founded through the Revenue Authority Act No. 1 of 2008 and was duly declared operational on January 1, 2011.
Initially, the entity had taken over the government Departments of Taxes and that of Customs and Excise, and will gradually takeover the administration of other revenue related laws as set out in the founding Act.


Prospective tenderers are expected to unequivocally specify their capability to deliver the services, in line with the SRA’s requirements.
SRA invited ‘all tenderers that can demonstrate sufficient knowledge and experience to deliver the services required’ to submit applications.
The deadline for submissions will be on Friday at noon (November 23, 2018).
