SWASA STRATEGY REVIEW TENDER

 MBABANE – The Swaziland Standards Authority (SWASA) has presented consultants with a business opportunity to review their strategic plan.  


The objective of the tender is to procure services of a consultant to assist SWASA in engaging stakeholders and review of the current strategic plan and business plans for the period 2017- 2020.


The vendor will be expected to review the current strategic plan, in particular the strategic objectives, measures of success and targets of the existing strategic plan as contained in the SWASA scorecard.
The entity will also be expected to produce a reviewed plan based on the balanced scorecard principle and produce a reviewed plan with outputs that include vision, mission, values, strategic objectives; targets; measures of success; and, a Strategy Map interpreting the new strategy.


The vision, mission and values will be revisited for reconfirmation as contained in the current strategic plan.
In the invitation to tender, whose deadline is August 17, it has been explained that SWASA was established in 2003 in accordance with the Standards and Quality Act, 10, 2003.


Operations


The authority started its operations in 2007, and has grown in its operations since then.
It has been operating using a three year business strategy with the latest to expire on the March 31, 2020.
This strategy identified priority areas over a three year period which was further developed into activities in the business plans.
It was explained that the strategy is cast in a Balanced Scorecard (BSC) framework which restates SWASA’s strategic objectives.


The BSC has four (4) Perspectives which are critical for SWASA to address, in order to be an effective and efficient revenue administration organisation. These include: financial; customer; internal processes; and learning and growth.
Each Perspective has Strategic objective(s), as well as measures of success (metrics) and targets.
