‘WEAK’ PROCUREMENT SYSTEM AT ESWATINI

MBABANE – The Swaziland Public Procurement Regulatory Agency (SPPRA) has taken it upon itself to capacitate procurement professionals with a view to professionalise procurement systems.


This has been prompted by the lack of well capacitated procurement personnel, which makes it hard to professionalise procurement within the Kingdom of Eswatini and therefore weakening the entire procurement system.


SPPRA Chief Executive Officer Madoda Mngomezulu, said the weak procurement systems lead to fraud which they seek to curb through partnering with the University of Swaziland (UNISWA) Consultancy and Training Centre (CTC) and SPPRA to provide quality skills training to government, non-governmental organisations, parastatals, private sector companies and individuals.


“We also believe that this union will enhance public procurement reform and ensure improved service delivery,” said Mngomezulu during the unveiling ceremony of the agreement entered into in August last year, that was convened at the SPPRA offices at RHUS office park yesterday.


The CEO said when strategising about how best to create sustainable learning platforms on procurement, it became natural that they would look at UNISWA as a well established and trusted tertiary institution in the country.
“We specifically looked at UNISWA CTC as a platform to provide rapid capacity building interventions, as they had done so for many other institutions.


Acting UNISWA Pro Vice Chancellor Professor Micah Masuku, said they felt it was prudent to enter into the relationship in order to improve standards and professional qualifications for staff involved in procurement activities.
