HILTON INN’S E3.5M SUB- CONTRACT TENDERS

MBABANE – Tenders galore. With only about three months before completion of the state of the art Hilton Garden Inn, the Public Service Pensions Fund (PSPF) intends to award two tenders worth nearly E3.5 million.


The tenders to be awarded at the ongoing construction by the Aveng, Du Van and Roots Joint Venture (JV) of the flagship 120- room garden court worth E300 million are: Closed Circuit Television (CCTV) sub-contract and Building System Management System sub-contact.


PSPF Chief Executive Officer Cleopas Dlamini has announced that Destiny Group stands to be awarded the tender for provision of CCTV services while Barrier Fire Swaziland emerged as the best evaluated tenderer for the building management system.
Dlamini disclosed that during the evaluation exercise where Destiny Group competed with five companies, they had managed to score 94 per cent to emerge as the leading company to be granted the job worth E2 148 130.11 including Value Added Tax (VAT).


The group was contesting with Barrier Fire Swaziland, Temlo Holdings, Slomoes Corporation, Commit and Systems Design all of whom scored above 80 per cent during the evaluation exercise undertaken in accordance with the Public Procurement Act of 2011. Barrier Fire Swaziland was Destiny’s strong contender. The score difference between the two companies was only one per cent. Temlo Holdings, Slomoes Corporation, Commit and Systems Design were all within the 80 to 90 per cent bracket.
For the Building Management System sub- contract, Barrier Fire Swaziland outsmarted Security Integrated System and Systems to emerge as best evaluated tenderer. The company scored 95 per cent upon evaluation. Security Integrated System closely followed at 82 per cent while Systems Design scored the lowest at 68 per cent.


Dlamini warned that it should be noted that in terms of section 45 of the procurement act all tenderers who submitted bids were allowed a period of 10 working days to submit any applications for review of the tender evaluation results.
“The contract award decision does not constitute a contract,” Dlamini clarified.


In the PSPF 2017 annual report Board Chairman Sandile Ceko stated that in 2016, the fund experienced a dynamic but challenging year with several developments taking place both in the investments and key operational areas which had directly impacted its membership base.


He reported that pension related benefits disbursed in the year grew 28 percent reaching an all time high of E948 million, therefore positioning the fund as a significant contributor to the country’s overall Growth Domestic Product (GDP) while also ensuring the good economic livelihood of members and beneficiaries.
