MBABANE - Despite the tough times that motorists are facing, at least the renewal of their vehicle licence disc will be the least of their worries.

This is because emaSwati will now choose whether to walk into government revenue service centres to collect their motor vehicle licence discs or opt to collect them from the nearest post offices at a nominal fee. This comes after the launch of the Motor Vehicle Licence Disc Collection and Distribution through Eswatini Posts and Telecommunication Corporation (EPTC), which took place at Sibane Hotel yesterday. With the new initiative in place, emaSwati will simply dial *468# and pay for the motor vehicle licence discs from the comfort of their homes. During the payment process, which comes with an additional fee E12.50, motorists will be given an option to choose a convenient post office to collect their licence disc from within 24 hours. It should be noted that there are 38 post offices across the country.

Speaking at the launch, Minister of Finance Neal Rijkenberg said the partnership with EPTC would enable motorists to collect their licence discs from their nominated post offices or have them delivered to the stipulated address by EPTC’s Phutfuma Courier Services. Rijkenberg was representing the Minister of Public Works and Transport Chief Ndlaluhlaza Ndwandwe at the launch. He stated that the Ministry of Public Works and Transport, through the Roads Transportation Directorate (RTD), in collaboration with the Ministry of Information, Communication and Technology; E-Government team, the Royal Science and Technology Park (RSTP) and the Treasury Department under the Ministry of Finance, had successfully completed testing the link activating EPTC to perform its key role in the renewal of the licence discs.

“While motorists in urban areas have abundant choices in selecting the best service, those in rural areas would now access the motor vehicle licence renewal service within a distance to the nearest post office,” he said. The minister further stated that the turnaround time for the collection of the licence disc at the post office was 24 hours, on completion of the mobile payment transaction and receipt of the confirmation text message. Rijkenberg mentioned that the service delivery between government and the public enterprise was underpinned by a Service Level Agreement to ensure that the partnership’s objectives were met, as well as creating an environment for the exploration of more viable service delivery solutions to meet the needs and aspirations of emaSwati.

“Over the years, the local economy had pioneered and adopted innovative financial transaction platforms based on mobile communications technology to overwhelming success. Coupled with the very high mobile phone user uptake by emaSwati, these mobile platforms have increased the country’s financial inclusion aspirations and made transacting easy,” he said.
The minister said government was now bridging the gap and was ensuring the ease of doing business was significantly improved as enshrined in the Strategic Road map. Rijkenberg stated that government was confident in saying that it was ready to go live with *468# for the service as they marked yet another milestone in government’s goal of improving service delivery to emaSwati.
