GOVT TO RID LAZINESS IN CIVIL SERVICE

MBABANE – Government is doing away with laziness within the civil service.

It intends to achieve this by reviewing General Orders and also finalise regulations for the Public Service Act of 2018.

General Orders are conditions of service for government officers. The Minister of Public Service, Christian Myekeni Ntshangase, commissioned two task teams for the review of the General Orders and finalisation of the regulations.

In his address before commissioning the teams, Ntshangase said they had to put in place programmes that would ensure a culture of service excellence was inculcated throughout the public service.

Also, he said they wanted to do away with the laissez-faire attitude known to be a major challenge within the civil service. “All along, it has been known that kahulumende kuka gogo – we want to do away with that mentality,” the minister stressed.

Ntshangase expressed the need for a responsive and highly performing government system that would meet the needs of the public it serves.

Earlier, the minister had recounted that when the current Cabinet took office in 2018, it crafted the Strategic Road map.

He explained that the road map had five key growth areas and also five priority theme areas.

One of the theme areas is the culture of excellence.

The minister said it was for this reason that government decided to put in place these programmes. 

“Some of these programmes include the development and implementation of regulations for the Public Service Act and the review of the Government General Orders,” he said before commissioning the two task teams.

He then presented terms of reference for both teams, which include dates of submissions. First, Ntshangase said the team that would be responsible for finalising the development and publishing of the regulations would be led by the ministry’s Legal Advisor, Silvia Maseko.

He said the other team to review the Government General Orders would be headed by Cyril Kunene, who is the Principal for the Eswatini Institute of Management and Public Administration (SIMPA).

Ntshangase said the regulations team was expected to finalise its work and submit a report by June 30, 2021.

The other team is expected to submit the reviewed Government General Orders for consideration and approval within eight months from the date of appointment.

The ministry’s Principal Secretary (PS), Sipho Tsabedze, said it was important to revise the Government General Orders because they had been in place for a long time.

He also said the exercise of finalising the regulations of the Public Service Act of 2018 was important and critical in the operations of the civil service.

Tsabedze said they were excited that these tasks would be performed by locals. “It would have cost government millions of Emalangeni if we had opted to hire consultants from outside the country,” he said.

When addressing the teams, the PS said he viewed being appointed in these committees as an opportunity to enrich their curriculum vitaes (CVs).

Also, Tsabedze said the teams’ members would have their names engraved in the history books for being part of the process of reviewing Government General Orders.
