BACK PAY FOR CTA FUEL ATTENDANTS

MANZINI – Fuel attendants working for the Central Transport Administration (CTA) will get back pay from September 2019.


This amount shall be in the form of overtime accrued through working on holidays and weekends by the fuel attendants. This was communicated by the Principal Secretary in the Ministry of Public Service, Sipho Tsabedze.


Through the communication sent to his counterpart in the Ministry of Public Works and Transport, Khangeziwe Mabuza, he informed her that Cabinet had approved the request.
The correspondence to Mabuza was sent on July 7, 2020 and was further shared with the office of the Accountant General and the General Transport Manager at CTA.


Mabuza had requested that the Ministry of Public Service facilitate and assists her office to attain authority to engage and pay overtime to fuel attendants at CTA depots during weekends and holidays.
The civil servants, working as fuel attendants at the CTA, shall be remunerated for overtime, which they have accumulated through working on weekends and holidays to fuel over 3 200 government vehicles in the department’s depots.


The department has five depots in: Matsapha, Mbabane, Nhlangano, Pigg’s Peak and Siteki.
Tsabedze said: “Following your request from the CTA on the subject (Authority to engage and pay overtime to fuel attendants at CTA depots during weekends and holidays), please be advised that Cabinet approved your request through CM No.9330.”


Mabuza was informed that the granted authority would only cover weekends and public holidays only. The PS was further informed that the authority granted by Cabinet would cover eligible grades and those whose grades required a waiver of General Order A.250 (2) were not covered by the permission (to pay overtime).


To this communication, Mabuza confirmed receipt of it. She said the commitment that was made by the General Transport Manager, Washington Khumalo.
“The commitment that was made by the GTM to Cabinet is that the money was available and budgeted for,” Mabuza said.


However, she could not readily state how much would be paid to the petrol attendants. Instead, she said the information could be ascertained from the GTM.


Depots


On the other hand, Khumalo could not be reached for immediate comment. Information gathered is that there are 14 employees stationed at the five depots as petrol attendants.  On the other hand, the National Public Service Allied Workers Union (NAPSAWU) appreciated the move by the administration.
Secretary General of NAPSAWU Thulani Hlatshwayo said this was a positive move given that the civil servants working as petrol attendants had been working without remuneration.


He said: “They deserve the money as they have been working for it.”
He said most of the employees hired as petrol attendants were on grade A 3, which meant that they earn about E3 000 and have been without the cost-of-living for the past three years.


Based on the proposal advanced by government in the sharing of the E227 million set for CoLA, these employees would get only E90 to cushion them against inflation incurred in recent years.
