RESIGNED TEACHER PAID E244 000 IN 2YRS

LOBAMBA – PAC members could not believe their ears when informed that a teacher, who had resigned after being accused of sexual misconduct with a pupil, continued to receive his salary for two years after quitting.


PAC is the Public Accounts Committee.


The teacher, who was based at Nhlangano Central High School received a total of E243 694.11 between 2015 to 2017.  As a result, the PAC said the teacher should also appear before it tomorrow morning to inform them why he had continued to withdraw the government salary knowing very well that he had resigned and not performed any duties.  However, it is not only the  teacher (who identity was not revealed) who is expected to be grilled as the PAC wondered why the ministry had been sleeping on the job and continued to pay him.


Principal Secretary in the Ministry of Education and Training Dr Sibongile Mtshali informed the PAC that the teacher had written to the Teaching Service Commission (TSC) informing them that he was quitting.

However, for some reason, the TSC did not write back to him to either accept the resignation or not.
Instead, it was revealed that the teacher stopped going to school and he even went as far as being called to appear before the magistrate’s court, but no one seemed to have an idea of what transpired in his case. The ministry reported that they went as far as locating him by using the national radio.


“The allegations against him were that of sexual misconduct against a pupil and when we located him, he even asked if he could return to work because he remained unemployed,” said the controlling officer.


This, it was revealed, was after he had been informed that he needed to pay back the money.
The PAC seemed to be split on whether the TSC should reengage the officer or simply make him pay back the money.


Dvokodvweni MP Mduduzi Magagula said it was clear that the teacher was probably a criminal because even if he had not conducted the act of sexual misconduct, it was strange why he had chosen to resign instead of waiting for his day in court.


“No, he must not be allowed near the children because there is something wrong with him and therefore we cannot take him back to that environment, after all he voluntarily resigned,” said MP Magagula.


SODV


MP Magagula alleged that the teacher had a case in terms of the SODV Act and it was crucial that he appear before the committee to state his side of the story.  Meanwhile, Madlangempisi MP Sibusiso Nxumalo said the teacher was similar to the hundreds of civil servants who were suspended, and continued to happily earn their salaries while at home, which had resulted in a loss of about E15 million of taxpayers’ money.


The PAC further wondered when such cases would be handed over to the Anti Corruption Commission (ACC) because it was possible that the teacher was colluding with someone who did not stop his salary and for example was given about E2 000 from the teacher’s monthly salary of E11 436.


Mangcongco MP One Boy Zikalala was of the view that the TSC should be held responsible for not processing the teacher’s resignation. He said alternatively the teacher should get another post so that government could recover the money.
