I’M SEEN AS MAJOR OBSTACLE - SANDLANE

MBABANE- “The vote of no confidence motion against me is not borne out of genuine concerns and is fuelled by personal vendetta and their desires to get rid of me as I am seen as a major obstacle in their irregular dealings.”


Matsapha Municipal Council Mayor, Sandlane Mbuso Zwane, yesterday filed an urgent application at the High Court where he is seeking an order declaring a special meeting of the council to be unlawful.  The meeting was slated for yesterday.


Respondents in the matter are councillors; Bongani Mamba, Musa Ndzimandze, Nkhanyeti Ngwenya, Mavela Shongwe, Siphesihle Nsibandze and Bongani Mkhatjwa.


Zwane filed the urgent application after he allegedly got wind that part of the meeting’s agenda was to pass a vote of no confidence against him.
Giving a background of the matter, Zwane submitted that during the course of his duties as a mayor of the Matsapha Municipal council, it became necessary that certain action be taken against Musa Ndzimandze and Nkhanyeti Ngwenya. He said this was pursuant to certain occurrences which could have led to the two being disqualified and/or suspended from acting as councillors.


Disqualified


“Simply put, the fifth respondent (Ngwenya) was disqualified from continuing in service of the office of councillor by virtue of his election as Member of Parliament. I raised the issue in council as an unopposed motion and directed that Ngwenya be excused from council activities as envisaged by Section 25 of the Urban Government Act,” submitted the mayor.


He narrated that, on the other hand he facilitated the issue of the suspension of Ndzimandze from council pending finalisation of investigations against him. According to Zwane, Ndzimandze was suspected to have knowingly involved himself in the issue of an audit tender notwithstanding that he was allegedly conflicted as he had worked for one of the tendering companies and therefore had an interest in the matter. Ndzimandze, according to the mayor, was also allegedly being investigated for irregular dealings with one of the audit firms with regard to tender issues.


“Further during the course of my duties and pursuant to certain deliberations we had in council, in which it was stated that there was a need to apply corrective measures against the town clerk/ chief executive officer (CEO), I moved a motion for the discipline of the town clerk ,” submitted Zwane.
He alleged that the motion was passed on an unopposed basis and therefore became a resolution of the council.
