E13.5M FOR POLITICIANS’ RELOCATION ALLOWANCE

MBABANE – The 32 per cent increment enjoyed by the 10th Parliament will haunt government as it has to pay E13.5 million in relocation and settlement allowance.


This is double what was paid to the politicians who formed the 10th parliament. In 2013, government paid E6 018 348.45 for relocation allowance to 101 politicians.


However, this year, despite the fiscal challenges that have seen  different unions   representing civil servants filling up the streets in  protest of lack of basic amenities in hospitals and the failure to offer them 6.5  per cent cost-of- living-adjustment (CoLA), government will pay E13 488 704.48.


This money is a once off settling in allowance, which will be paid to the Prime Minister, Ambrose Mandvulo Dlamini, Deputy Prime Minister Themba Masuku, and to presiding officers and their deputies.


Also, ministers and Members of Parliament (MPs) and senators will benefit from the allowance which is equal to 15 per cent of the respective parliamentarians’ annual basic salary.

It is paid upfront. The premier will receive E138 955.50 while his deputy will receive E125 058.60 as well as Senate President Lindiwe Dlamini and Speaker Petros Mavimbela will each get E97 835.16.


The ministers will each receive E111 164.26 while the Senate Deputy President Ndumiso Mdluli and Deputy Speaker Phila Buthelezi will each get E83 160. Also, the MPs and senators will each receive E83 372.40.


Further parliamentarians were paid a constituency allowance of 12.5 per cent of their monthly salary. The salary was E46 318.00 per legislator and this allowance was paid to both the Members of Parliament (MPs) and senators. This translates to E5 789.75 per month.

There are 69 MPs and 30 senators.
In addition each minister this month will get housing allowance of E15 439.48. This is 25 per cent of a Cabinet ministers salary. This translates to E277 910.64 for the 18 ministers.


Meanwhile, MPs will each get 10 per cent of their monthly basic salary for their housing allowance which is E4 631.80 each. For the MPs and senators, government will pay E347 385 for the month.


These are some of the allowances that will be received by the politicians this month courtesy of Finance Circular No.2 of 2013.
To this, government Press Secretary Percy Simelane, said this money was budgeted for when the financials for 2018/2019 were prepared by the ministry of finance.

Simelane said as long as there was no circular brought to the fore, Finance Circular No.2 of 2013 was the only instrument available to remunerate  politicians. He said: “The 10th Parliament was first paid on Finance Circular No.1 of 2010 and when Finance Circular No.2 of 2013 was adopted, they had their pay altered into the new circular.”


The press secretary said as much as some of the ministers were willing to take pay cuts, it could not yet be adopted as it was not passed as a circular.
He said the Royal Commission would forward a new circular that would deal with what has been perceived as exorbitant spending by some.
