DANIEL DLAMINI NEW ACC COMMISSIONER

MBABANE  – The uncertainty over the next ACC boss is over.

His Majesty King Mswati III has appointed Daniel Dlamini as the new Commissioner of the Anti-Corruption Commission (ACC). Dlamini’s appointment was announced by the Chairman of the Judicial Service Commission (JSC), Chief Justice Bheki Maphalala yesterday. The announcement of his appointment came at a time when he is away in Brussels attending an integrity meeting. Dlamini (48) of Nkhungwini, who was a senior manager at Eswatini Revenue Authority (ERA), replaces Advocate Thanda Mngwengwe, whose contract ended in February 2018.

Inception

He is the fourth commissioner to be appointed since the inception of the ACC in 1998.  Previous commissioners of ACC are Mike O’Connor, the late Justice Michael Muthega and Advocate Mngwengwe who served from 2013-2018. At ERA, Dlamini who is also a Deacon at Pentecostal Assemblies; was the Director of Internal Affairs dealing with investigations of internal fraud, corruption and emblezzment of funds as well as managing the budget of the Internal Affairs Division. The new ACC boss holds a Bachelor of Arts in Law as well as Bachelor of Laws degree obtained in 1992 and 1994, respectively, from the University of Eswatini (UNESWA). In August 2005 to April 2008, Dlamini served legal articles under the attorney general and received exposure in instituting or handling of litigation cases before lower courts and higher courts of the land.  Among other skills he acquired included attending to court orders in liaising with the office of the High Court registrar.

This involved participating in the taxing of various court matters before the registrar. Dlamini is not new in the commission as from 1998 – 2010, he was an investigator, senior ACC officer as well as chief anti- corruption officer. He is a member of the Eswatini National Task Force on Anti-Money Laundering and Counter- Financing of Terrorism and served as secretary to the commission of inquiry into the allegations of corruption in the procurement of a drilling rig by the Department of Geology. The new ACC boss also served in the following commissions:  secretary in the commission of inquiry into allegations of misconduct relating to two Cabinet ministers and also served as secretary in the commission of inquiry into the alleged torture of bomb suspects.
