‘MUNICIPALITY IS LIKE A JEALOUS, WELL-FED CHILD’

MBABANE – The businessman who is constructing a block of E1.1m flats at Mangwaneni does not see any difference between the municipality and a jealous, well-fed child who wants more food.


Bongani Delisa Dlamini, in his answering affidavit to the application in which the Mbabane Municipal Council took him to court for an order to demolish his block of flats, accused the municipality of failing to manage the city.


The businessman told the court that he failed to understand why the municipal council wanted to incorporate Mangwaneni to its jurisdiction when it was allegedly failing to manage the areas already under its control.


“The applicant (municipal council) is failing to manage the bigger part of Mbabane as the roads are littered with potholes and the plots have overgrown vegetation. Mbabane is filthy, so as to why the applicant wants to incorporate Mangwaneni is akin to a jealous well-fed child who wants more food,” he submitted.


Dlamini further informed the court that if his building was not completed, it would house robbers. He made an example of the incomplete SASCCO building. Dlamini said instead of fighting residents, the municipal council should be assisting them.
The businessman, who is represented by Mbuso Simelane, submitted that all towns have places known as Mangwaneni and the residents therein were never harassed in any manner as it was the case in Mbabane.


“How do we develop as a nation if the applicant denies me my constitutional right to build structures and own land when the applicant is using colonial laws to demolish structures that are properly built,” he added.
