BEKUSHISA - FINANCE MINISTER

LOBAMBA – Give that man a Bell’s! Martin Dlamini, the Minister of Finance, utilised this phrase after he delivered the budget speech in Parliament on Thursday where he referred to himself as ‘the man’ in the expression.


‘Give that man a Bell’s’ is a commercial for Bell’s, a popular South African whisky which has become a widely used alternative for giving someone a virtual ‘high five’ and it is also a phrase of choice for celebrating a smart or impressive achievement.


When reacting after delivering the budget speech, the minister said he believe he deserved a high five and this was despite the fact that he experienced a dizzy spell, which saw him faint as he presented the budget speech.
Dlamini, who was accompanied by his wife Victoria, said the time of preparing and delivering the budget speech was a challenging period.


It is also worth noting that when delivering his speech, the minister said the past two budget speeches were the most difficult.


Deserve


“I deserve a Bell’s and a rest can be much welcomed,” the minister said.
However, he was quick to add that he was aware that he still needs to be active as the budget was yet to be discussed and debated in the August house.
During his speech, the minister would from time to time move his right hand from the table to his pocket and lean on his waist.


He sometimes scratched his head and his worst moment was when he asked the Speaker, Themba Msibi, to allow him to take a break in order to drink water.
Thereafter, he tried to proceed with his speech but within two minutes, he looked left and right before taking his eyeglasses off and slowly went down to his chair before he was attended by his colleagues.


Thereafter, some ministers attended to him, including the Deputy Prime Minister (DPM), Paul Dlamini, and they used booklets to fan him while taking off his jacket.
Later on, the minister was whisked out of Parliament to a private room where he was attended to by paramedics.
When asked about the incident, the minister’s response was; “Bekushisa (It was hot).”
