RECORDS OF E10.9 MILLION BENEFICIARIES LOST IN FLOOD

LOBAMBA – Misfortune seems to be drawn to the office of the Deputy Prime Minister (DPM) as evidence indicating how E10.9 million food and building material distributed was lost in a flood.


This was said by the Principal Secretary, Khangeziwe Mabuza, when asked by the Public Accounts Committee (PAC) where the list of the beneficiaries who allegedly received so much property was. The PS said they had the entire list of the beneficiaries and only the head office had a copy.
“Unfortunately when the office was renovated, it then became flooded and we lost all our records,” said Mabuza.


The goods included E5 million worth of beans and E4 million mealie meal.
Although the MPs first bought the version of the damaged documents, they became more sceptical as when other goods were being looked for it became apparent that many documents had gone missing from the DPM’s Office.
This was during the period of the National Disaster Management Authority, which was then a department of the DPM’s Office.


It should be noted that the recently established National Disaster Management Agency (NDMA) is not where the goods went missing or unaccounted for.
Mabuza, however, assured the committee that all deserving beneficiaries received the goods.


“I must admit that the Disaster Authority had many problems in the past, but we have made certain measures now and we are grateful for the establishment of the parastatal,” she said.
Still on the bad record keeping, the PAC was told that officers from the then Disaster Authority were given clothes or protective clothing yet they were not entitled to it. A messenger at the authority, Mathokoza Dlamini, who was brought in as a witness, admitted to receiving two pairs of shoes, four blue shirts, four black suits and two neck ties.


“I admit that the only problem was that I did not sign for the items, but I was given them by the accountant, and to date I still wear them to work as I deliver mail,” said Dlamini.
The PAC wanted to find out from the accountant who was identified as Gcebile Dlamini, where the uniform documents were but for unexplained reasons, she was reported to have suddenly disappeared from the House of Assembly.
Officers were instructed to find her, but at the time of compiling this report she had still not returned.
