MOTION TO ALLOW ICT MINISTER BACK TO PARLIAMENT FAILS AGAIN

LOBAMBA – Once again a motion calling for the House of Assembly to allow the Minister of Information, Communication and Technology, Dumisani Ndlangamandla, back into the House failed to take off.


The minister was instructed two months ago not to return to the House until he had written a memo which unbanned MPs from appearing on national radio and television.

The motion was once again proposed by Lobamba constituency MP Michael Masilela, who was, however, this time around, seconded by Nhlambeni MP Frans Dlamini instead of Dvokodvweni MP Sitezi Dlamini, who was withdrawn as the seconder.


Before Masilela could motivate his motion, Lobamba Lomdzala MP Marwick Khumalo, speaking on a point of order, said he was against the wording of the motion because at no stage did the MPs suspend the minister.
The motion read “to move that this House rescinds and set aside its decision to suspend the Hon. Minister for ICT from the service of the House forthwith.”


Khumalo said MPs did not have the powers to suspend a minister and said the movers of the motion better rephrase it. A long debate ensued on what the definition of suspend was in trying to explain what had been done to the minister.


After a lot of definitions were given it was agreed that the MPs should withdraw the motion and craft it in a proper language. Khubutha MP Njabulo Mabuza said the debate should be adjourned before they were heard by preschoolers that they had a problem with grammar. Masilela eventually agreed to withdraw the motion but said he would not go for advice on grammar on word usage to MP Khumalo.
