DID SHONGWE GO HOME WITH HEAD HELD UP HIGH?

MBABANE – One of the widely remembered quotes by fired Minister of Justice and Constitutional Affairs Sibusiso Shongwe was that if he were to be sacked, he would go home with his head held high.


This was in the height of the estate policy rigmarole that saw him differing quite explicitly with the head of government, the Prime Minister (PM) Sibusiso Dlamini.


This is but one of many other quotes and utterances that were made by the former minister while he was heading the Justice and Constitutional Affairs Ministry.


Looking back at the events of the past year and half which was Shongwe’s first term in Parliament, the senator stirred a hornet’s nest with his new method of the distribution of widows’ estates.  The method sparked controversy.


The ‘amended’ policy, which he introduced while in Siteki, sought to give direction to the office of the Master of the High Court on issues of distribution of deceased persons’ estates.
This resulted in him being at loggerheads with his boss, the PM.


Appointed a Senator in October 2013 and a minister on November 3, 2013, already Shongwe had a run-in with the Law Society of Swaziland as a member of the Judicial Service Commission.
He was involved in a public spat with the Law Society of Swaziland since 2010 regarding various issues that touched on the Judiciary.


His appointment into Cabinet was questioned by the National Public Service and Allied Workers Union and other progressive groups.
Senator Shongwe’s widely reported policy was first thrown out by Parliament, which voted against its continuance, on grounds that it had been announced without the input of the Legislature.
