CTA A PROPER FINANCIAL DRAIN

Sir,


I take with both hands the constructive advice forwarded to me by the Editor on my harsh stance on PMs’ seemingly laxity on corruption. Yes, I agree let me not jump the gun as it can happen that our PM has got an ace under his sleeve for dealing with the corruption later. Let’s watch and see how he handles that one of the corrupt legislators.


Due to space limitations may I stick to today’s topic. The above entity has been badly managed since time immemorial. The reasons are easy ‘government doesn’t see anything amiss about that.’

Firstly, being the expert that I am in the field of Mechanical Workshops Management, I have seen a lot of wrongs in the way things are done in this government entity.  There are no proper controls in the movement of vehicles. There are no proper controls in the issuance of fuel and thus some public transport operators are finding it a heaven for fuel. In fact in all honesty, some people who drive similar vehicles to those of government hardly go to spares shops but rely fully on CTA. The stores stock holding is running in millions of Emalangeni and I doubt if stock takings are done periodically. Remember this is taxpayer’s money.


It is a fact that the cars are not insured and understandably so. No sane insurer would insure such vehicles which are mismanaged. I ask myself on the competency of the staff. I proceed to ask myself if there are any utility reports and availability reports. It seems the taxpayers’ cars and plants are over fleeted.


If vehicles are still seen running private errands and carrying groceries for some senior officials and junior officials, then you can easily see that all is not well at CTA. If the siphoning of fuel is so rife and there is no hope of eradicating the siphoning acts then we might as well give up. In the first place our very wasteful government does not mind what goes wrong and right in this entity.

I continue to ask myself if there is any security at CTA, you find a whole gearbox and engine gone missing and you ask yourself where the management of this entity is when such acts are committed.

This is really painful and a financial drain to the country. I ask myself as to how does CTA recover the money from the Ministries it charges when repairing their vehicles.
I have a lot of options for turning the ills of CTA and making it a very viable entity not this drain that it is now. As an attempt to reduce the expenditure on CTA it has been suggested that all the vehicles which are repairable must be repaired, as much as it sounds positive but my good guess is that this is a nonstarter and will open flood gates to corruption which I am so much opposed to. Private garages will make a killing out of this exercise.


The millions that we are trying to save will eventually be wasted again, so trying to revamp the vehicles is a total waste of time and resources. The private garages are already smiling and making friends with the CTA management. If we really mean that we want to revamp the vehicles, we have local training institutions like SCOT and VOCTIM. Here there are qualified teachers who can welcome the opportunity of getting these vehicles to be repaired by their students. These students will gain vast experiences and will do a good job. So let us consider sending these vehicles to these institutions for the benefit of our children. It is a given that these institutions will charge less than the private corrupt workshops. I strongly believe in empowering our students at these institutions.


Lastly, may I urge the Principal Secretary in the Ministry of Public Works and Transport to fully see whatever this large fleet of vehicles necessary in the first place?

There are ministries which do not need many vehicles. That is evidenced in the utility reports if there are any. Why do we need to be buying double cabs just for one official to use?  Senior officials must go to the bank and get loans to buy themselves cars.
Or when the deficit is overcome in the long run the senior officials must be subsidised by government to buy their own cars and use them at work and claim mileage thereafter. The abuse of vehicles by senior and junior officials must really come to an end with immediate effect.


What do you make out of a vehicle carrying buganu for some senior officials? Driving all the way from the capital city to Lubombo just to fetch buganu? This is a shame. The abuse must come to an end otherwise we won’t see 2022 which we so much dream of. If the Minster of Works and Public Transport want free advice from me,  I am available.
