Tender results issued by the Chief Executive Officer (CEO) Vusi Matsebula reflect that Roots Civils outsmarted three other companies to be granted the multimillion tender. The company was competing against Stefanutti Stocks, Pots Construction and Heptagon in the race to be awarded the job where the total sum of money to be paid out stands at E3 471 733. 31. The results reflect that the proposed contract price as read out was E3 450 501. Matsebula, when issuing the results published by the Swaziland Public Procurement Regulatory Agency (SPPRA), said it ought to be noted that in accordance with Public Procurement Act of 2011 the tender award decision had been reached by the approvals authority. “The contract award decision does not constitute a contract,” Matsebula clarified. It should however be mentioned that the period of 10 days of any application for review that had been granted when the results were first issued in December 8, 2017 lapsed last year. As per norm in tenders, if there has either been no successful application for review or in the case the review has not been submitted, the tender gets awarded to the best evaluated tenderer. An analysis of the results by the Business Desk reflected that Heptagon had submitted the highest bid of E5 778 312.87 while the lowest had been submitted by Roots Civils which eventually became the overall winner.
