OUTCLASSES BIDDER IN E13M EEC TENDER ================================================================================ BY KWANELE DHLADHLA on 09/11/2018 01:24:00 MBABANE – Hancy Investments has proved its competitive edge by beating its competitor hands-down in Eswatini Electricity Company’s E13 million tender. In tender results issued by the Swaziland Public Procurement Regulatory Agency (SPPRA), it was disclosed that Hancy Construction emerged as the best evaluated tenderer in the tender for design and construction of Ncandweni- Sinceni and Ndzevane sub-stations. The company, with principal offices based in Matsapha, outsmarted Angelique Swazi Infra with a difference of 19.5 per cent during evaluation. Hancy Construction scored 90.7 per cent, while its competitor managed to amass only 71.2 per cent. Apart from the evaluation scores which had an arguably large margin, the best evaluated tenderer had priced their bid at more than 100 per cent less than what had been submitted by Angelique Swazi Infra. Hancy Construction had tendered with a bid price of E13 253 288.43, while the second-best company submitted a bid of E44 736 817.01. The tender results signed off by EEC Commercial Service Manager, Busisiwe Masangane, precisely stipulated that in accordance with the Procurement Act of 2011 a period of 10 working days would be allowed for any application for review. “The contract award decision does not constitute a contract,” read the intention to award in part. EEC is a power utility, which was formed in 1963 to provide Electricity to the Eswatini nation by sourcing or generating power using the least cost sources of energy.
