PSSN Investments and The Specialist Pest Control were disqualified by the Tender Evaluation Committee for failing to score more than 80 per cent when their technical proposals were evaluated. The eventual shortlisted company, EcoBuzz Investments, which could enter into a contract with the Swaziland Civil Aviation Authority (SWACAA) for the provision of integrated waste management services at the Matsapha and King Mswati International Airports, scored 94.75 per cent. The company, which priced their bid at E3 972 951.97, could sign a three year contract with SWACAA soon after the lapse of a 10 working days period for submission of any application for review in line with the Public Procurement Act of 2011. The first date of publication of the intention to award published by the Swaziland Public Procurement Regulatory Agency (SPPRA) was August 22, 2018. EcoBuzz Investments competed with Swaziland Procurement Agency, which they outsmarted with a margin of only 5.5 per cent. The Swaziland Procurement Agency, which scored 89.25 per cent during evaluation, had priced their bid at E4 451 330.08. Recently, it was disclosed that the authority would pay nearly E650 000 for the evaluation of King Mswati III International Airport by Christian Amoako & Co Pty Ltd. Vuka Construction also entered into a contract valued at E196 000 for fencing repairs at the airport. SWACAA is a statutory body that was established by the Government of the Kingdom of Eswatini through an Act of Parliament, the Civil Aviation Authority Act No.10 of 2009, and became operational on the December 7, 2009. The civil aviation authority is an administrative and commercial body corporate mandated to provide, in an economically viable manner, air transport services and regulation of civil aviation activities in Eswatini; in accordance with international standards. SWACAA is led by a nine-member Board of Directors chaired by Thandeka Dlamini on an acting basis, giving it a good balance of skilled people in the industry and leaders from broader spheres of the economy and society. Other Board members include Nokwazi Mhlanga-Mathabela, Joseph Waring and Nokuthula Dlamini. On the Board sits the Director General, Solomon Dube, the only member of the board with executive powers. He is the managing director of the authority and presides over executive committee (senior management) meetings.
