Times Of Swaziland: SWACAA SHOPPING MALL COMING TO MATSAPHA SWACAA SHOPPING MALL COMING TO MATSAPHA ================================================================================ BY KWANELE DHLADHLA on 27/06/2018 03:45:00 MBABANE – The Swaziland Civil Aviation Authority (SWACAA) is seeking partners to develop 70 hectares of land into a mixed use development including a shopping mall, bus terminal, residential and office park in the Matsapha Urban Area. The proposed development will be located on Portion 25 and 27 of farm 300. Portion 25 of Farm 300 is still a greenfield and has a potential of attracting massive development below the Matsapha Airport. The portion of land has a scenic view towards the Matsapha Correctional Services (HMCS) Maximum Prison. The proposed project site, which is Portion 25 and 27 of Farm 300, measures 177, 7768 hectares in size but only 70 hectares will be used for the proposed development. The land, which has been fully registered under SWACAA, was donated by government in an effort to empower the parastatal. In expression of interest issued by the parastatal, it has been explained that the objective of the project is to generate income through non - aeronautical streams so as to reduce its reliance on government. SWACAA has invited reputable and experienced project development companies and investors either as an individual firm or consortium with the requisite capabilities to submit an expression of interest to participate in the development of the site into a mixed - use development. The envisioned Public Private Partnership (PPP) procurement is a Design, Build, Finance, Operate (DBFO) model. This effectively means the partner will design, build and operate the envisaged development.
