MBABANE – The proscribed Swaziland Youth Congress’ Secretary General,
Maxwell Dlamini, has been arrested for sedition.
Dlamini is also the erstwhile president of the Swaziland National Union of
Students (SNUS).
This brings the total number of SWAYOCO members who have been charged with
sedition to three within a space of two days.
Mfanawenkhosi Mntshali and Derick Nkambule were charged with a similar offence
on Monday afternoon.
SWAYOCO is a youth wing of the People’s United Democratic Movement (PUDEMO)
which was also proscribed under the Suppression of Terrorism Act of 2008.
The University of Swaziland student, who was represented by Simanga Kunene from
Mkhwanazi Attorneys, appeared before Principal Magistrate Nondumiso Shongwe on
Wednesday.
He was charged for contravening section 4 (a), (c) and (e) of the Seditious and
Subversive Activities Act of 1938 as amended.

The charge sheet alleges that Dlamini wrongfully and unlawfully attempted to
commit an act with seditious intention by participating in an unlawful
demonstration held at Msunduza.
The demonstration referred to in the charge sheet is the poorly attended SWAYOCO
rally that was quashed by the police last Friday.
This rally was held to mainly launch a campaign to undermine the upcoming 2013
General Elections to be held in August.
The charge sheet further alleges that Dlamini was in possession of a huge banner
inscribed with seditious words without a lawful excuse.
Another charge faced by the active SWAYOCO member was contravention of  Section
5 as read together with subsection 2 (a) (b) and (d) of the Seditious and
Subversive Act of 1938 as amended.
The second charge preferred against Dlamini was for allegedly uttering words
with a subversive intention.
The accused returns to the Magistrates Court on May 2 pending committal to the
High Court.
Dlamini was arrested while out on bail after being arrested in April 2011 when
he was allegedly found in possession of explosives.
He was later admitted to E50 000 bail.
A week ago a member of the proscribed SWAYOCO surrendered himself to the police
for allegedly bombing the Manzini Magistrates Court last year.
Thandaza Silolo who hails from Ezulwini, Mlindazwe made a confession before
Magistrate Phathaphatha Mdluli.
