SERVICE DELIVERY

The mandate of any national government major obligation is service delivery and this emanates from the fact that government is a social contract between the governed and the governing.


Failure to deliver on service result in conflict between the citizens and the local or national governments.
Government has at most times had to balance between affordability and accessibility of the goods and services such that if goods were to be available but remain unaffordable this can cause conflict between itself and the electorate.


The conflict on service delivery, is caused by the fact that it is the legitimate expectations of the citizens that government should provide those goods and services which should be both affordable and accessible because of the social contract between itself and people and in this relationship,  in a democratic space and environment, the tax payer is the paymaster and government is the servant and in a non-democratic environment, service to the masses is received at the mercy or favour of the government and in such environment service is privilege and not a right.


And service delivery and where services are already available, the charges are above the inflation rate.
Most basic commodities that are a must-have are none other than water, sanitation, electricity and accessible roads, health care centres, schools within maximum distance of five kilometres.


This means most rural areas are supposed to be assisted by the Rural Water Department under the Ministry of Natural Resources but it is a completely forgotten department which hardly has working tools including vehicles.
