FIVE NEW BY-LAWS FOR MATSAPHA

MBABANE – There are five new by-laws coming at Matsapha.

The Municipal Council of Matsapha has disclosed that it has intentions to draft the by-laws and submit them to the Ministry of Housing and Urban Development for gazetting.
Consultants have been presented with a business opportunity to collate the Matsapha workplace operating permit by-law. It has been explained that this by-law explicitly spells out the workplace operating requirements based on the Public Health Act No. 5 of 1969. There will also be the occupational safety and health by-law which specifies workplace safety, health and wellness requirements.

The parking by-law will also be formulated to control parking within the area of jurisdiction of the city in order to provide a safe environment. The car dealership by-law will also be put in place to provide current and potential developers of car dealerships with guidelines to assist in their operations  and locations permitted as per the town planning scheme. It was also pointed out that the gated community by-law will also guide the management of gated communities and also form an integral part for all property owners wishing to own properties in the gated communities of the industrial town.

In terms of time input, it was stated that estimated time when the consultant will be compiling the bylaws will be for a period of 14 weeks commencing from the date of agreement with the municipality. The deadline for submission of applications to collate the draft by-laws will be February 28, 2019. “The Matsapha Town Council requires that tenderers provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and strictly avoid conflicts with other assignments or their own corporate interests,” the municipality advised.

It should be mentioned that the bylaws form part of the developments being introduced in Matsapha. There was recently a submission of sealed bids from eligible, reputed, qualified partners with sound technical and financial capabilities for the development of a bus rank and public market.
