E230 000 TO BENCHMARK SALARIES

MBABANE – KPMG stands to be granted a tender valued at E230 000 to benchmark SRA salaries with other public and private sector entities.


According to Shopify, benchmarking is a process of measuring the performance of a company’s products, services, or processes against those of another business considered to be the best in the industry, also known as ‘best in class’. The point of benchmarking is to identify internal opportunities for improvement.


In the process of benchmarking their salaries, KPMG will use a market-based approach to design SRA’s remuneration structures (management, non-management and Scarce Skills remuneration structures).

According to tender evaluation results issued by the Eswatini Public Procurement Regulatory Agency (ESPPRA) following an expression of interest to conduct the salary benchmarking with comparable public and private sector entities, KPMG emerged as the best evaluated tenderer with a score of 97.6 per cent. 
The reputable audit firm ought to have competed against LCC Capital, which was disqualified for failing to submit a tax clearance certificate which rendered them ineligible for the job.


“The contract award decision does not constitute a contract,” advised ESPPRA.


Procurement


The agency announced that a period of 10 working days would be allowed for the submission of any application for review of the tender evaluation outcome in line with the Public Procurement Act of 2011.       
In the request for proposal, it was explained that the outcome of the exercise would be to come up with remuneration structures aligned to their task job grade structure.


Should KPMG eventually enter into a contract with SRA, they will be expected to determine the cost implications of the developed remuneration structures.
KPMG will also be expected to ensure that SRA staff remuneration gets aligned with the overall organisation and its people strategy, as well as the goals and philosophy of the organisation.


“(The consultant will) ensure internal equity and external competitiveness of the SRA staff remuneration,” reads the tender document in part.

SRA is a semi-autonomous revenue administration agency which took over this responsibility from government.
The authority acts within the broad framework of government but outside of the civil service structures.


The SRA was founded through the Revenue Authority Act No. 1 of 2008 and was duly declared operational on January 1, 2011. Initially the entity has taken over the government Departments of Taxes and that of Customs and Excise, and will gradually take over the administration of other revenue-related laws as set out in the founding Act.


The deadline for submissions of the tender which is nearing its final stage was on Friday (November 23, 2018).
