MBABANE – The Ministry of Home Affairs has presented a business opportunity for the development of an integrated e-visa system.

E-visa is short for electronic visa. It is simply a visa that you can apply for on your own through a country’s visa website.

They are no different than other types of travel visas. The only difference is that you can complete the application online.
The invitation to tender issued by the ministry headed by Princess Lindiwe, stipulated that tenderers who may be interested in taking up the business opportunity must be eligible to tender and be qualified and capable to perform the resulting contract, prior to being awarded a contract.

Explained

It was explained that the tender data sheet would specify the eligibility and qualification criteria.
The ministry stated that the tenderer would be expected to examine all instructions, forms, terms and specifications in the invitation to tender documents.
“Failure to furnish all information required by the invitation to tender documents, or to submit a tender not substantially responsive to the invitation to tender documents will be at the tenderer’s risk and may result in the rejection of its tender,” the ministry warned.

It was clarified that the tenderer would be expected to bear all costs associated with the preparation and submission of its tender, and the ministry would in no case be responsible or liable for those costs, regardless of the conduct or outcome of the tendering process.

The ministry also warned that tenderers should be aware that the Government of Eswatini has embarked on a ‘procurement reform programme’ with the objective of achieving greater transparency, accountability and value for money in the use of public funds.

“Tenderers participating in public procurement at all times are to abide by their obligations and are not to commit or abet corrupt, fraudulent, collusive or coercive practices.

“Tenderers should be aware that a tenderer who engages in corrupt, collusive, fraudulent or coercive practice, will have their proposals rejected and may further be subject to prosecution under the laws of Eswatini,” the ministry emphasised.

The deadline for submissions will be on December 14, 2018.
