SWSC WANTS DISASTER MANAGEMENT STRATEGY CONSULTANT

MBABANE – SWSC has presented a business opportunity to locally registered companies for the formulation and implementation of a disaster management strategy.


The objective of this expression of interest by the Swaziland Water Services Corporation (SWSC), whose Managing Director is Peter Bhembe, is to source proposals indicating interest from suitably qualified firms who will, after successful evaluation, be issued with a Request for Proposal (RFP) for developing and implementing the strategy.


In the tender document, it was explained that the appointed firm will be required to align the strategic direction for disaster risk reduction with SWSC’s strategic plan and policies.
Disaster


It will also be expected to mainstream disaster mitigation into relevant operational areas of the corporation and integrate effective disaster risk reduction initiatives into strategic and corporate plans at all levels.
It will also be expected that the eventual winner develops content for the SWSC disaster plan and facilitate a departmental consultation with identified departments to test and evaluate the disaster plan.
Outlining the governance and accountability arrangements in place that support achievements of disaster management priorities and ensuring the integrity of risk assessments through alignment to the SWSC risk management strategy and the provision of best practice models will also be of paramount importance.

It was clarified that the assignment will be undertaken over a 12 month period from the date of appointment. This will be discussed in detail with the appointed firm on project inception.
The expression of interest will be valid for 120 days from the last day of submission. Should the corporation wish to use the EOI later than 120 days; firms that submitted will be contacted to confirm availability of proposed resources.
Assignments
When evaluating, the corporation will consider the experience of firm in conducting similar assignments in the past 10 years, availability of the relevant professionals to undertake the assignment and experience of the proposed professionals on previous similar assignments.


“Consultants are expected to attain a minimum score of 70 per cent to be shortlisted,” SWSC explained.
The deadline for submissions will be October 3, 2018.
The Swaziland Water Services Corporation is a parastatal of the Ministry of Natural Resources and Energy. It was established in terms of the Water Services Act 12 of 1992 from the then Swaziland Water and Sewerage Board, which mandated it to be the sole public owned provider of potable water and sewerage disposal services in designated urban and peri-urban areas in Eswatini.

The service provision responsibility is echoed and enshrined in the Corporation’s mission statement, which is “to provide quality water and wastewater services, effectively meeting customer needs in a growing market through sound management policies, strategies and improving technology, while maintaining a safe environment for employees and the communities being served.”
SWSC currently operates a number of water and wastewater treatment plants within the kingdom and these services are rendered to the urban and peri-urban areas as specified and in the Water Services Act (12 of 1992).
