EPTC’S E3.9M TENDER WITH BRITISH FIRM

MBABANE – A British firm, the Commonwealth Telecommunications (CTO), stands to be granted a tender valued at E3.9 million for the development of a strategic and business plan for EPTC.


Tender results published by the Swaziland Public Procurement Regulatory Authority, reflect that the winning company scored 89 per cent during technical evaluation undertaken in accordance with the Public Procurement Act of 2011.


The competing companies were Coleago Consulting Limited, JMAT Business Advisory Services (in African partnership with LCC Capital and ZTS) and Ground Floor Labs.


Ground Floor Labs scored 39 per cent at technical evaluation, failing to meet the minimum technical score of 75 per cent which led to their disqualification from financial evaluation.


It must be noted that, in terms of section 45(2) of the Procurement Act, the contract award decision does not constitute a contract.
Further, in terms of section 45(4), 46 and 47 of the act, all tenderers who submitted bids were notified that a period of 10 working days would be allowed for the submission of any application for review.


Recently, the EPTC presented a business opportunity for the supply of 300 payphone units.
EPTC explained that the technical specifications of the required payphones as set out in the tender document, were not in any way meant to to restrict other innovative solutions that take into consideration the current global technology and service trends such as  video calling and internet access.


The request for proposal document stated that to ensure parity in the costing of the product, it was recommended that all bidders should submit pricing for the basic specifications as listed below, and then price any add-ons or value adds separately on a service by service basis.
The deadline for submission will be September 26, 2018.
