PUBLIC PRIVATE PARTNER WANTED FOR MATSAPHA BUS RANK, MARKET

MBABANE – The Matsapha Town Council has invited sealed bids from an eligible, reputable, qualified partner with sound technical and financial capabilities for the development of a bus rank and public market.


The intent of the Request for Proposal (RFP) has been extended to development companies and investors either as individual firms or consortiums with the requisite capabilities to submit proposals for the development of the site into a convenient public facility.


“The envisioned Public Private Partnership (PPP) procurement is a design, build, finance, operate and transfer (DBFOT) model,” reads the RFP in part.
The project for the development of the Matsapha Bus Rank and Main Market is not a new concept.
In the RFP, it was explained that the project planning begun in 2010 where council completed the valuation report for plot 187 and portion 2 of lot 188, Matsapha. The valuation was conducted in 2011.


It was mentioned that town planning services were sought from a consultant to provide an assessment through a town planning perspective if the site that which had already been identified was suitable for the intended project.


Undertaking the survey was to come up with recommendations as to how traffic would flow smoothly within the vicinity of the proposed area and from and into the public facilities in relation to the town’s streets and the existing
