EZULWINI’S VALUATION GOES TO RE-TENDER

 MBABANE – The tender, where Springfield Property Consultant (Pty) Ltd stood to pocket nearly E900 000 for preparation of a 2017/18 general valuation roll for Ezulwini, has gone to re-tender.  


This was disclosed by Ezulwini Municipal Council Chief Executive Officer (CEO) Vusi Matsebula yesterday.
This comes in the wake of developments to the effect that the best evaluated tenderer could not enter into a contract with the municipality after certain anomalies were uncovered in their documentation. These anomalies cannot be repeated for ethical reasons.


Matsebula explained that the job was going to re-tender because the two companies, Swazi Realty Consultants and Liweyela Property Consultants had not reached the minimum technical average score of 70 per cent. Swazi Realty Consultants scored 62 per cent while Liweyela Property Consultants amassed a 60 per cent total evaluation score.   


The exact amount of money which stood to be paid to Springfield for the valuation expected to have been completed in September was E877 002.


Swazi Realty Consultants was reported to have submitted a technical proposal which did not include the required methodology.
Liweyela Property Consultants had submitted a proposed timeline which would see the project completed in December 2018 whereas the client requested in Request for Proposals that completion date should be September 2018.


Matsebula had previously issued the tender evaluation results in accordance with the Public Procurement Act of 2011 which stipulated that a period of 10 working days ought to be allowed for the submission of any application for review.
