MBABANE – Efforts to upscale electricity generation are on course as two solar photovoltaic (PV) generation licences applications have been received and adjudicated upon by the energy regulator.

Tambuti Estate and MCV Energy Swaziland applied to the regulator for the granting of solar generation licences.
Swaziland Energy Regulatory Authority (SERA) Manager Consumer and Stakeholder  Sikhumbuzo Nkambule reported that Tambuti Estate, who had applied for a licence to generate solar power for own use within the estate, was exempted by the authority.

Nkambule said the application by MCV Energy Swaziland, who applied for own use and export excess to the grid, was still under review. He mentioned that additional information requested from the company had recently been submitted after adjudication by the authority.

MCV’s gross total production will be 15 798.192 Megawatthours (MWh), 4 505.54 MWh which will be for own use and 11 292.652 will be exported to the national grid.

The manager said Sappi Usutu (Montigny) distribution licence application was ongoing pending the submission of certain information requested pursuant to adjudication by the authority.

“SAPPI had applied for a distribution licence to distribute power to the households within the Mhlambanyatsi Village,” said Nkambule.
SERA, a statutory energy regulatory body established through the Energy Regulatory Act, 2007 (Act No.2 of 2007), has a mandate for administration of the Electricity Act, 2007 (Act No.3 of 2007), with the primary and core responsibilities of exercising control over the electricity supply industry (ESI) and regulation of generation, transmission, distribution, supply, use, import and export of electricity in Eswatini.

It is also responsible for the regulation of electricity tariffs and quality of supply and services.
The Electricity Act requires that prices are regulated in accordance with a defined and approved tariff methodology. The Authority is a Category A Enterprise as per the Public Enterprise Unit Control and Monitoring Act, 1989.
