FIERCE COMPETITION IN MANZINI SECURITY TENDER

 MBABANE – Fierce competition! It only took a 0.4 percentage difference in the tender evaluation process to determine who takes up the business opportunity for provision of security services at the Municipal Council of Manzini.


The Zimbabwean security company, Kwekwe Security Services, was outsmarted by Intelligence Security Services by a slight margin during the tender evaluation exercise by the municipality’s tender board.
In results published by the Swaziland Public Procurement Regulatory Agency (SPPRA), it has been disclosed that Intelligence scored 77. 4 per cent while Kwekwe closely followed with a final score of 77 per cent.  An independent analysis of the evaluation results by the Business Desk, further unearthed that there seemed to have been tough competition among all security companies which were vying for the job, whose total price has not been disclosed. This is more so because the percentage difference between all contenders was very low. Actually, all the four competing companies scored not less than 73 per cent.  Awesome Security Services scored 76.6 per cent, while Crime Stop managed to amass points which placed them at 73 per cent. 

The municipal tender board, in line with the Public Procurement Act of 2011, has given all tenderers up to 10 working days for any application for review of the evaluation results.
“The contract award decision does not constitute a contract,” warned the municipality.


It should be mentioned that in a quest to improve efficiency in service provision, the Municipal of Manzini set aside over E260 000 towards payment for establishment of ISO 9001: 2015.  It has previously been reported that Interlink Professionals emerged as best evaluated tenderer for the establishment of the desired standard.


ASQ explained that ISO 9001 is the international standard that specifies requirements for a quality management system. Organisations use the standard to demonstrate the ability to consistently provide products and services that meet customer and regulatory requirements. It is the most common popular standard in the ISO 9000 services and the only standard in the services to which organisations can certify. ISO 9001 was first issued in 1987 by the International Standardisation Organisation (ISO), an international agency composed of the national standards bodies of more than 160 countries. The current version of ISO 9001 was first released in September 2015.  The company, which scored 84.95 per cent during evaluation, was also expected to undertake the OHSAS 18001 gap analysis for the municipality. 


The exact amount of money to be paid for implementation of both scopes of works to be completed stood at E263 450, according to the tender results.
