CIC REGULATIONS TO WAIT A LITTLE LONGER

MBABANE – The contentious Construction Industry Council (CIC) regulations, which were a cause for bad blood between contractors and regulator, will be halted from being tabled in Parliament at least for now.


A member of the Concerned Contractors Working Committee confided to the Business Desk that they had received positive feedback from Minister of Public Works and Transport Lindiwe Dlamini who assured that their concerns would be addressed prior to collation of the final draft to be tabled in Cabinet and Parliament for further debate. The meeting between the committee and minister was convened on Wednesday.


“The minister has assured us that issues we need addressed before the regulations actually get tabled in Parliament will be attended to,” said the source with vast experience in the construction industry.
When contacted for comment, Dlamini confirmed that she held a meeting with the working committee. She, however, declined to discuss some of the pertinent issues that were deliberated on during the meeting.
“I can confirm that we held the meeting and the discussions were fruitful,” briefly said Dlamini.


 It should also be mentioned that CIC Chief Executive Officer (CEO) Nhlanhla Dlamini assured all industry players that their concerns would be incorporated into the draft regulations which are currently under review.  “The stakeholder consultation is ongoing and the provisions of the regulations are not cast in stone. At this stage, stakeholders are still entitled to make their contributions which will be evaluated and incorporated into the draft,” Dlamini assured. He explained that thereafter, the final draft would be shared with stakeholders and they would be duly informed as the regulations go through the due legal process just like all regulations in the country.
“We hope that this notice, addresses the prevailing concerns,” said Dlamini.


Dlamini pointed out that CIC was relatively a new regulatory body, under the Ministry of Public Works and Transport as established by Act No. 14 of 2013. He mentioned that the main objective was to regulate the construction industry which has remained unregulated for a long time, contrary to acceptable international standards.
The CEO said establishment of CIC had resulted in the need to create a legal framework to enhance the functioning of the industry.


Among the many reasons that were bone of contention, entering the fray to be a contractor in the construction industry, where most business has been reserved for Swazis, continues to be more difficult by the day.
